A new approach to advancing accountability in Ukraine

Established by the European Union, the United States, and the United Kingdom in partnership with the Government of Ukraine, the Atrocity Crimes Advisory Group for Ukraine (ACA) supports Ukraine’s efforts to ensure justice and accountability for atrocity crimes committed in the context of Russia’s full-scale invasion.

Deep, international, up-to-date expertise

More than 230 experts bring decades of experience in the investigation and prosecution of international crimes, military and crime scene analysis, forensics, evidence databasing, and functional knowledge on specific kinds of crimes. Never before has there been this scale of information to be standardized and organized by teams under great stress. Since its inception, ACA has provided field evidence training on the ground and expert advising on priority legal issues and approaches, including:

  • Victims and witness support
  • Crime of genocide

Multi-generational perseverance

Given the scale of criminality by members of Russia’s forces and officials, achieving justice will be a generational effort. It will require perseverance from prosecutorial authorities the world over to collect evidence, prepare case files, and move quickly when perpetrators come within their jurisdictional reach.
