Atrocity Crimes Advisory Group for Ukraine (ACA) FAQs
When was ACA established? Why?
Following Russia's full-scale invasion of Ukraine on 24 February 2022, the European Union, United Kingdom and United States, in cooperation with the Government of Ukraine, jointly agreed to create the Atrocity Crimes Advisory Group for Ukraine (ACA) to ensure that those responsible for the terrible atrocities committed are held accountable for their actions. This marks the first time three major governments have partnered together to support a country at war, as it investigates and prosecutes atrocity crimes committed on its territory.
The need for this type of innovative approach will only grow as international consensus on accountability issues becomes harder and harder to achieve.

What is ACA’s mandate?
ACA advances justice and accountability for atrocity crimes in Ukraine by advising and assisting the Office of the Prosecutor General (OPG) of Ukraine and other relevant Ukrainian government agencies on the documentation, investigation, and prosecution of war crimes and other atrocities, including genocide, crimes against humanity and aggression.
Which organizations are a part of ACA?
ACA is composed of five "Implementing Entities" or partner organizations:
- The European Union Advisory Mission (EUAM) Ukraine
- EU Project Pravo-Justice
- Global Rights Compliance (GRC)
- The International Criminal Justice Initiative (ICJI) at Georgetown Law
- The International Development Law Organization (IDLO)
Who is in charge of ACA?
The donor governments–the European Union, United Kingdom and United States–provide oversight of ACA's work. The sponsoring agencies for these government partners are the European External Action Service; the European Commission; the UK Foreign, Commonwealth and Development Office; and the U.S. Department of State.
Senior leadership includes Amb. (Ret.) Clint Williamson of ICJI serves as ACA Lead Coordinator; Claudio Pala of EUAM serves as the EU Deputy Lead Coordinator and Wayne Jordash KС of GRC serves as the UK Deputy Lead Coordinator. You can find their bios here.
What has ACA achieved?
Since launching operations in 2022, ACA has:
- Engaged more than 230 experts
- Led 300+ trainings and study trips with over 7,800+ total participants
- Advised on more than 290 cases
- Led 165 field missions across Ukraine
Does ACA have any legal authority in Ukraine?
No. ACA acts only in an advisory capacity.
