Investigation and Prosecution of War Crimes Must Continue
ACA Statement on United for Justice Conference
(“United for Survivors”), May 7, 2025

The Atrocity Crimes Advisory Group for Ukraine (ACA) wishes to express its unwavering support for the unprecedented efforts of the government of Ukraine, most notably the Office of the Prosecutor General, to investigate and prosecute atrocity crimes committed by Russian personnel during more than three years of armed conflict.
“We welcome and strongly support the focus on victims and witnesses at today’s United for Justice Conference,” said Amb. (Ret.) Clint Williamson, Lead Coordinator of ACA and Senior Director for International Justice at Georgetown University Law Center. “Accountability for atrocity crimes is crucial on many levels, most importantly in securing a durable peace and security. Yet, for the victims of these crimes, and the individuals who witness them, justice is much more personal. Navigating the often-long road to justice can be traumatic and difficult for survivors. ACA is using its considerable expertise and experience to help Ukraine build a system of justice that responds to these needs, now and into the future.”
Claudio Pala, EU Deputy Lead Coordinator of the Atrocity Crimes Advisory Group (ACA), stated: “In Ukraine’s pursuit of justice, coordination is not optional — it is a necessity. Through the ACA framework, international experts are working closely with national institutions to build an integrated, survivor-centered justice response rooted in international standards. Our focus is on long-term impact: strengthening institutional capacity, embedding due process, and supporting innovative tools such as digital evidence systems. Justice must not only be delivered, but delivered in a way that victims can trust, access, and recognize as their own. That is the path toward meaningful accountability and lasting resilience.”

The more nations unite around this principle, the greater the chance that justice will prevail. The investigation and prosecution of war crimes committed in the context of the Russian full-scale war against Ukraine must continue, and those responsible must be brought to account. Supporting Ukraine in this pursuit is not merely a matter of goodwill — it is a legal and moral obligation of the international community.”
